District cooling AC in Dubai apartments: what you control, what the provider controls, and what to service

If your apartment has no outdoor AC unit and you pay a cooling bill on top of DEWA, your air conditioning runs on district cooling. Chilled water is produced at a central plant, piped under the street to your building, and passed to a fan coil unit (FCU) above your ceiling. Three parties share that chain: the district cooling provider, the building, and you. Most “AC not cooling” complaints stall because nobody is sure whose part has failed.

This guide sets out who maintains what, how the district cooling bill is built, how to report a fault, and what you should have serviced inside the apartment. If you already know the FCU needs attention, our central AC service (NEW) page covers the visit and prices.

How does district cooling reach your apartment?

  1. The plant. The provider makes chilled water centrally and pumps it through insulated underground pipes to many buildings. Cooling is measured in refrigeration tons (RT); one RT is 12,000 BTU per hour.
  2. The energy transfer station (ETS). In your building’s plant room, plate heat exchangers pass the cooling from the provider’s water into the building’s own chilled-water circuit. The two waters do not mix.
  3. The building circuit. Building pumps push chilled water up the risers to every floor, with branch valves serving each apartment.
  4. Your FCU. A control valve lets chilled water into the coil when the thermostat calls for cooling. A fan blows room air across it, and condensation drains away through a drain pan.

Empower and Emicool are two of the providers supplying Dubai communities; your cooling bill tells you which one you have. This guide uses Empower’s published terms as the worked example.

The line inside the apartment is set by your building’s rules and tenancy contract, not by the provider. Our guide to AC servicing for tenants goes through the usual clauses.

How does the district cooling bill work?

Empower’s bill has two main parts, plus smaller fixed items. These are Empower’s published figures as checked on 30 September 2026; Empower states its charges are subject to revision.

ChargeHow Empower calculates it
Demand chargeAED 750 per RT per year, billed monthly in advance. Your unit’s RT is set by the developer, based on unit area and premise type.
Consumption chargeAED 0.568 per RT-hour of cooling recorded by the meter, billed in arrears. The meter measures chilled-water flow and temperature difference.
Meter maintenanceAED 50 per quarter or AED 30 per month, depending on location.
Fuel surchargeA pass-through of the fuel surcharge notified by DEWA.
Connection chargeOne-time, paid at registration by the new owner or tenant where applicable.
VAT5% on each charge.

Empower’s own example: a 6 RT unit pays a demand charge of AED 4,500 a year, which comes to AED 387.50 for January. Emicool’s FAQ describes the same two-part structure: an annual capacity charge per contracted TR, and a consumption charge per RT-hour billed monthly.

Two things follow. First, the demand charge is fixed by your RT allocation, so no amount of maintenance changes it, and Empower continues to bill the demand and meter charges even when an account is voluntarily disconnected. Second, the consumption charge follows metered cooling, so that is the part your habits affect. Empower’s advice is to optimise thermostat settings, reduce cooling losses through windows and doors, and switch cooling off when it is not needed.

Servicing will not cut the demand charge. What a clean filter and coil do is let the FCU deliver the cooling you are already paying for, so the room reaches its setpoint instead of the thermostat being turned lower and lower.

Your AC is not cooling: what should you check first?

  1. Thermostat. Cooling mode, fan running, setpoint below room temperature. Wireless thermostats need batteries.
  2. Filter and return grille. A packed filter or a sofa pushed against the return grille will choke airflow.
  3. Air at the grille. If air is blowing but it is not cold, the problem is water or the valve. If no air comes out at all, it is the fan or its power.
  4. The neighbours. If others on your floor are also warm, it is almost certainly a building or provider supply issue. Check the building app or notice board for planned maintenance.
  5. Your account. Empower disconnects for unpaid bills and charges a disconnection fee of AED 500, with reconnection only after the balance is settled.

How do you report a district cooling fault?

  1. Call the building FM team first. Empower’s FAQ tells customers with cooling problems to contact their building facility management, and Emicool’s FAQ says the same. Give your unit number, when it started, which rooms are affected and what the thermostat shows.
  2. Let the FM team check the building supply. If other apartments are fine and the supply is normal, the fault is inside your unit.
  3. Book a technician for the FCU. The usual suspects are a stuck control valve, a failed actuator, air in the coil, a blocked strainer, a fouled coil or a fan fault. Any repair that needs chilled water isolated is arranged through the FM team, who issue the permit and shutdown window.
  4. Take billing or meter questions to the provider. Empower’s billing helpdesk is +971 4 559 2888 or billing@empower.ae. If you ask for a meter test and the meter is found accurate, Empower charges AED 160. If it is faulty, there is no charge.

If water is dripping from a ceiling grille, switch the FCU off at the thermostat, catch the water, and read why your AC is leaking water while you wait.

What should you service inside the apartment?

TaskHow oftenWho
Wash the filterEvery 4–6 weeks in peak seasonYou, if the filter sits behind a return grille you can reach safely. Otherwise, the technician.
Full FCU service: coil, drain pan, fan, valve and actuator, thermostatTwice a year: March–April and OctoberTechnician

With Samra, a single FCU service costs AED 200–400. If you would rather not track the schedule, our apartment AMC (NEW) covers planned AC, plumbing and electrical visits, starting from AED 1,500 a year on the Essential plan.

District cooling questions

Why do I pay for district cooling when my AC is off?

Because the bill has a fixed demand charge. Empower charges AED 750 per RT per year for the cooling capacity allocated to your unit, and that capacity is set by the developer. It is billed monthly, used or not, and continues even during a voluntary disconnection. Only the consumption charge falls when you use less cooling.

Does servicing my FCU lower my district cooling bill?

It cannot change the demand charge, which is fixed by your RT allocation. What servicing does is keep the coil, filter and valve working, so the FCU delivers the cooling you pay for and the room reaches setpoint. A choked FCU tends to get the thermostat turned down and left running longer, which shows up in the consumption charge.

Who fixes a leaking FCU in my apartment?

The FCU and its drain pan sit inside your unit, so repair is normally the unit owner’s responsibility, with the landlord and tenant split set by your tenancy contract. Switch the unit off and tell the FM team if water is reaching the ceiling below. A blocked condensate line is the usual cause and is cleared in one visit.

Can I use my own contractor for the FCU?

Yes, for work inside your apartment. The building will usually ask for a work permit, and anything that needs chilled water isolated, such as a valve or FCU replacement, has to be booked with the FM team first. Your contractor should confirm the permit and shutdown window before the visit.

Who should I call first when district cooling stops working?

Your building’s FM team. Both Empower and Emicool direct cooling complaints there first, because the FM team can see whether the building supply is running. If the building is fine, the fault is in your FCU and you need an AC technician. Billing and meter questions go straight to the provider.

Book an FCU service

Send your building name and a photo of the thermostat on WhatsApp to +971 52 423 0419. We typically respond within 2 hours, day or night, and you get a fixed-price written quote before any chargeable work.
