MEP Contractor in Dubai
One MEP contractor for the mechanical, electrical and plumbing scope of a fit-out, a refurbishment or a working building. Samra Facilities has run MEP with its own teams since 2015, alongside an in-house joinery workshop and an in-house interior designer, so the ductwork, the containment, the drainage falls and the ceiling grid are set out by people who sit in the same office. Dubai Municipality, DEWA and Dubai Civil Defence submissions are coordinated as part of the contract. Fixed-price BOQ within 7 working days of the site survey, six-month workmanship warranty, and a maintenance contract available at handover.

MEP scope we deliver
Mechanical, electrical and plumbing are three trades that share one ceiling void, one riser and one programme. This page is the hub. Each trade has its own page with the detail, linked below, and this one explains how they are run together.
Mechanical
Cooling and air movement. Duct fabrication in our own workshop, installation, modification and insulation, fan coil and air handling unit connections, refrigerant pipework, chilled water tie-ins, fresh air and extract, kitchen and toilet exhaust, grilles and diffusers, and air balancing at the end.
Start at duct works, then duct installation, duct manufacturing, duct modification and duct insulation. Equipment scopes sit on VRF and VRV systems, AHU and FCU servicing, chiller maintenance, cooling tower maintenance and commercial HVAC. Controls and metering run through smart HVAC and BMS, air quality through indoor air quality and duct cleaning. For food and beverage spaces, add cold room repair and commercial refrigeration.
Electrical
Distribution boards and submains, containment and trunking, small power, lighting and emergency lighting circuits, isolators, earthing and bonding, and the load documentation DEWA expects.
Detail sits on electrical services and commercial electrical, with DB board upgrades, lighting installation, villa rewiring and EV charger installation as standalone scopes. Structured cabling, access control and AV are set out with the electrical first fix so trays and conduit are in place before the ceiling closes.
Plumbing
Hot and cold water distribution, drainage and waste with the falls set properly, pump sets, water heaters, pantry and tea point services, bathroom groups, floor drains and trap detail, tank connections, and pressure testing before anything is boxed in. Where an existing building is losing water and nobody can find it, that is water leak detection.
See plumbing services for the full scope, waterproofing for wet areas, bathroom renovations where the plumbing sits inside a wider refurbishment, and water tank cleaning on the maintenance side.
Fire and life safety
Fire detection and suppression are executed by the approved specialist working to our programme, with the Civil Defence submission tracked alongside our own. We hold the sequence so the sprinkler drops, the duct runs and the containment are resolved on one drawing instead of three.
Where fit-out programmes slip
Split M, E and P across three subcontractors and you have three programmes, three quotations and three sets of drawings that were never laid over each other.
The void above a suspended ceiling is usually the tightest space on a Dubai fit-out. Duct wants the top. Drainage wants a fall, and gravity is the one service that cannot be re-routed to suit somebody else. Sprinkler drops want to land on the ceiling grid. Cable tray and conduit want a clear run. Lighting wants to sit where the reflected ceiling plan says it sits, not where the duct left room.
Every one of those is solvable on paper before anyone lifts a tool. What makes it expensive is finding it on site, in week six, with the grid already up. At that point the problem stops being technical and becomes commercial: three parties, each with a signed scope, arguing about who moves and who pays. The main contractor absorbs the delay, the client absorbs the variation, and the handover date moves.
The same pattern repeats at the partitions and again at the joinery. Partitions get set out, then somebody notices the isolator and the switch drop land on glass. Reception counters and pantry units arrive from the workshop with no cut-out for the socket, no route to the drain and no ventilation gap where the equipment sits. Our joinery is drawn against our own MEP layouts for exactly that reason. See carpentry services, commercial carpentry and kitchen carpentry.
One MEP contractor does not make clashes disappear. It moves them to the drawing stage, where they cost drawing time rather than programme time, and it removes the argument about who owns the fix.
Why owners choose Samra as their MEP contractor
One contract, in-house teams, and approvals inside the scope. Design, joinery and services reconciled before procurement rather than after it.
One contract across three trades
Mechanical, electrical and plumbing on one BOQ, one programme and one point of contact. When something needs resolving there is nobody to route it to.
Our own teams, not a broker
Samra is a maintenance, fit-out and renovation contractor. MEP is delivered by our own labour rather than marked up and passed on. The same teams cover fit-out, renovations and day-to-day building maintenance, so the same standard applies to a full floor or a single riser.
Duct fabricated in house
Fabrication, modification and insulation happen in our own workshop, with a 1 to 3 day lead time against the 7 to 14 days outsourced fabrication usually takes. That gap matters most when a ceiling opens up and a duct run has to change mid-programme.
Design, joinery and services under one roof
An in-house interior designer, an in-house joinery workshop and in-house MEP mean the ceiling layout, the cabinetry and the services are reconciled before procurement rather than after it.
Approvals inside the scope
Building management, Dubai Municipality, DEWA, Dubai Civil Defence, free-zone and developer submissions are prepared, submitted and tracked by us as part of the contract.
Women-owned, working in Dubai since 2015
Samra is a women-owned contractor and has been working in Dubai since 2015. Trade licence and insurance documents are shared with clients directly.
Authority approvals: DEWA, DM and DCD
Approvals are usually the longest item on an MEP programme and the part clients underestimate. Front-end approval lead time commonly runs four to eight weeks depending on the authority and the building, which is why we submit in parallel rather than in sequence.
Building management NOC
Always the first submission in a tower. Nothing else moves until the building has accepted the contractor, the drawings, the working hours and the insurance.
DEWA
Work that touches supply, load, metering or energisation goes through DEWA. Load schedules, single-line diagrams and the supporting documentation are prepared as part of the electrical scope.
Dubai Municipality
Mainland fit-out and modification permits, drainage connections and the completion paperwork that closes the file.
Dubai Civil Defence
Applies where fire detection, suppression, occupancy or a change of use is involved. The DCD route runs alongside the DM submission rather than behind it.
Free zone and developer NOC
Free zone authorities and master developers run their own approval process on top of the government route, each with its own contractor vetting and document set.
Clinics
For a clinic we prepare and submit the construction approvals we own and coordinate the authority pathway for the build. The health authority licensing submission stays with the clinic, and we supply the drawings and documentation needed for that application. More on clinic refurbishment.
Testing, commissioning and handover documents
An MEP scope is not finished when it is installed. It is finished when it has been tested, balanced, documented and accepted.
Testing
Pipework pressure tested and held before anything is closed in. Drainage flow and falls checked. Duct leakage and static checked, then air balanced across the grilles. On the electrical side, insulation resistance, earth continuity, polarity, residual current device trip times and emergency lighting duration.
Commissioning
Equipment set to work, control sequences proved, interlocks with the fire system demonstrated, and the whole set witnessed where the building or the authority requires a witness.
Documents at handover
As-built drawings for all three services, valve and distribution board schedules, test result sheets, commissioning records, operating and maintenance manuals, and manufacturer warranty certificates. Building management closure NOC obtained where the tower requires one, and the snag list closed out. Snag repair and handover covers that stage.
After handover
The installation can stay with the team that built it. Samra maintenance contracts are an annual fee billed quarterly, with scheduled visits and priority call-out. See annual maintenance contracts for homes and buildings, commercial AMC for offices, retail and food and beverage, handyman services for small works and emergency services for out-of-hours faults.
How we price MEP work
We price from the space and the drawings, never from a phone description. The sequence is fixed. Site survey, drawings reviewed by our own MEP team, then a trade-by-trade BOQ within 7 working days of the survey. Mechanical, electrical and plumbing are broken out separately so you can see what each trade carries. Materials are line-itemised by make and model. Authority fees are passed through at cost on their own line rather than buried in a rate. Once the BOQ is signed the price holds unless the scope changes, and any change is quoted in writing before it is executed.
What moves the number
- Base-build condition, and how much has to come out before anything goes in.
- Cooling load, and whether the system is being extended, re-zoned or replaced.
- Spare ways in the existing distribution board. A full board changes the electrical scope.
- Drainage routes and the fall available. Long runs in a shallow void drive cost.
- Ceiling void height and how congested it already is with base-build services.
- Occupied-building restrictions: night work, weekend windows, service lift booking, isolation permits.
- Approval complexity: mainland against free zone, whether DCD is involved, developer vetting.
- Material and insulation grades specified, and any building standard we have to match.
- Builder's work: core drilling, chasing, making good and painting after second fix.
How the wider fit-out is costed
For how the wider fit-out is costed, see fit-out cost in Dubai. Every enquiry ends at a written quotation. We do not price MEP over the phone.
Workmanship and material warranties
One workmanship warranty across three trades because one contractor installed all three. No gap between three subcontractor warranties for a fault to fall into.
Six-month workmanship warranty
If the same fault returns within 6 months and it is down to our work, we come back and put it right at no cost. That covers labour.
One warranty rather than three. The workmanship warranty covers mechanical, electrical and plumbing together, because one contractor installed all three. There is no gap between three subcontractor warranties for a fault to fall into.
Material warranties
Manufacturer warranties on equipment, boards, pumps, fittings and light fittings pass through to you directly. Terms vary by product and are confirmed in the quotation before work starts.
Make and model agreed up front. Every material line in the BOQ names the make and model, agreed with you before ordering. Where you have a preferred manufacturer or a building standard to match, we price to it.
Frequently asked questions
The questions clients ask before signing an MEP contract. If yours is not here, WhatsApp us and we will answer in writing.
Can you take the MEP scope only, without the fit-out?
Yes. The MEP package can be contracted on its own, whether it sits under another main contractor or covers the services on a landlord shell. Send the drawings and the programme and we price it as a standalone package.
Do you work from our consultant's drawings?
Yes. We review the issued set, flag anything that will clash with the ceiling or the base build, and price against it. Where there are no drawings, our in-house designer and MEP team produce them.
Who deals with DEWA?
We do. Load schedules, single-line diagrams and the submission itself sit inside the electrical scope, along with the DM and DCD routes where they apply.
Do you handle the health authority approval for a clinic?
No. We prepare and submit the construction approvals and supply the drawings and documentation the clinic needs, but the health authority licensing application stays with the clinic.
Can you work in an occupied office or building?
Yes. Night and weekend windows, service lift bookings, isolation permits and dust control are planned into the programme, and the cost of restricted working is priced in the BOQ rather than added afterwards.
Will I get as-built drawings?
Yes. As-builts for all three services, plus test sheets, commissioning records, valve and distribution board schedules and operating and maintenance manuals, are issued at handover.
How long does an MEP package take?
The installation is usually the shorter half. Approvals commonly add four to eight weeks at the front, which is why we submit in parallel with procurement. You get a dated programme with the BOQ.
What happens after handover?
The installation can move onto a Samra maintenance contract run by the team that installed it. Those contracts are an annual fee billed quarterly, with scheduled visits and priority response.
On food and beverage projects the extract system carries its own regime, covered under kitchen hood cleaning. External plant, louvres and rooftop equipment on a tower are reached the same way the glass is, by rope access. See facade cleaning.
Areas we cover
MEP work goes where the building is. Tower fit-outs on district cooling share risers and landlord coordination. Villa MEP puts the plant on your side of the meter.
MEP work goes where the building is. The DIFC district, Downtown Dubai and Business Bay are tower fit-outs on district cooling, which means shared risers and landlord coordination. Dubai Marina and Jumeirah Lakes Towers are the same shape. Dubai Hills Estate, Arabian Ranches and Meydan are villa MEP, where the plant is yours rather than the building's. MEP takes us further than those; see our areas page.
Send us the space and get an MEP BOQ
WhatsApp the building name, the floor and the area, tell us whether it is a fit-out, a refurbishment or a live building, and attach the floor plan or the MEP drawings if you have them. We survey the space, then issue a trade-by-trade BOQ within 7 working days. Approvals are quoted and tracked as part of the contract, and the workmanship warranty starts at handover. If you would rather write, use the contact page.
